稀土价格不断下滑，最大稀土金属生产商停产三个月。虽然中国没有公开承认，但它的稀土控制政策毋庸置疑是遭到了失败。直到最近，中国还供应了全球稀土金属需求的97%，它试图通过限制出口控制稀土市场。但稀土金属毕竟不是字面意义上的稀有，它遍布全世界。失败的原因当然是这个共产主义国家的官员不懂得市场经济：垄断只有没有竞争的情况下才可能成功。中国以低价挤走了大多数竞争对手，当它试图操控市场抬高价格，竞争对手会再次回来，因为高价让它们也能有利可图了。美国的钼矿公司和澳洲稀土矿业公司Lynas都在中国限制出口后扩大和恢复稀土生产，填补中国留下的空缺。
