一名男子因更换网络配套整整两月无法上网，他为此状告法院。根据法院判决，他将能获得赔偿。虽然金额不高，德国联邦最高法院的判决肯定了互联网是现代生活中的重要组成部分，并且将"使用互联网"的权力提升至与"行动自由权"相同的水平上。判决书释称：大多数的德国居民每天使用互联网。因此它已经发展成为影响绝大多数民众生活方式的媒体，人们能清楚感觉日常生活中失去互联网所带来的差异。判决确立了一项认知，使用互联网是公民的权利，因此政府不能采取任何有关封锁网络的制裁。
