中国美国商会发表调查报告称，接受调查的大约26%的会员声称自己的商业机密遭到窃取。美国商会称，在中国经商的美国公司机密遭到窃取的事件为发展在华业务构成了障碍。特别是同时考虑到知识产权问题和中国提出的转让技术要求，情况更是如此。外交部发言人洪磊对此予以否认，表示"
关于所谓网络窃密问题，中方已多次表明立场。我们反对'有罪推定'。在未经彻底调查、没有根据的情况下就对中国妄加指责，是不负责任的做法。我们敦促美方不要把经贸问题政治化，停止炒作网络安全问题，多做促进中美两国互信的事情。"
