国务院在6月批准了《国家公路网规划（2013年-2030年）》，其中包括两条跨越台湾海峡、连通内地和台湾的高速公路。若项目得以完工，公路将名副其实成为连接内地和台湾的桥梁，成为两岸关系的重要里程碑。但台湾陆委会表示，该项目是内地政府单方面制定的。基於国家安全考虑和两岸交流需要，陆委会没有制定过政治敏感性这麽高的复杂计划。目前还不确定跨海部分是兴建桥梁或海底隧道，但一些分析师认为隧道较好。规划方案包括122公里的海底隧道，连接福建平潭县和台湾北部的新竹，并认为兴建隧道既安全又高效。台湾淡江大学国际事务与战略研究所的王昆义教授说，这不是大陆第一次单方面规划一个项目了。他认为，大陆可能想单方面策划类似的项目，来展示自己有能力和信心做得到。This entry passed through the Full-Text RSS service — if this is your content and you're reading it on someone else's site, please read the FAQ at fivefilters.org/content-only/faq.php#publishers.
