和微软分手很难，只要问问Peter Hofmann就知道了。Hofmann负责德国慕尼黑市从Windows和Office迁移到开源替代的项目。该项目花了十年才完成，期间微软CEO鲍尔默（Steve Ballmer）甚至亲自游说市长但遭到无情拒绝。慕尼黑称迁移到开源项目节省了一千万欧元，Hofmann强调该项目的目的从来不是为了钱而是为了自由。他说，如果你做这一切是为了钱，那么随后肯定会有人指出你的成本计算不正确。他称，慕尼黑迁移到开源替代的主要目的不是钱而是独立。独立意味着远离私有的闭源软件如Windows和MS Office。慕尼黑议会在2002年下令研究从Windows迁移到GNU/Linux OS和OpenOffice的可行性，2004年迁移正式展开，计算机系统迁移到定制的Ubuntu发行版LiMux和OpenOffice。
