环保部发出了《关于做好2013年冬季大气污染防治工作的通知》。 《通知》首次从国家层面提出，当重污染天气出现时，各地应采取企业停产、限产，机动车限行、中小学停课等应急强制措施。北方采暖地区要坚持一周一调度、一周一通报，以保障今冬大气污染防治工作有序开展近年来，中国冬季特别是北方地区进入采暖期后，季节性燃煤造成污染物排放量剧增，同时逆温、静风等不利气象条件频繁出现，造成部分地区雾霾天气频发，严重影响居民健康和生活。哈尔滨自10月20日正式供暖首日便遭遇严重雾霾，近日东北多地也被"浓雾"所困。过去一周，北京市已三次遭遇重度污染天气，并连发三次预警信号。This entry passed through the Full-Text RSS service — if this is your content and you're reading it on someone else's site, please read the FAQ at fivefilters.org/content-only/faq.php#publishers.
