前NSA合同工斯诺登（Edward Snowden）周四在Free Snowden网站的在线问答中表示，他不能从俄罗斯回到美国，因为回去之后不可能受到公证审判，并敦促美国加强对举报人的保护。斯诺登还否认他窃取了NSA同事的密码，谴责美国情报官员在媒体上对他发出的生命威胁，并对各国政府进行的大规模监控予以谴责。斯诺登被问及若要返回美国，他需要什么条件。斯诺登写道："我想返回美国对于美国政府、公众和我自己都是最佳方案，但不幸的是，鉴于目前的举报人保护法，这是不可能的。因为法律的缺陷，像我这样的国家安全承包商雇员并不受到保护...根本不可能有一场公平的审判，我根本不可能回去，在法庭上为自己辩护。"与此同时，美国司法部长埃里克·霍尔德(Eric Holder)表示，美国不考虑对斯诺登进行宽大处理。 霍尔德表示："如果斯诺登先生想要回到美国，提出申诉，我们会与他的律师接触。对任何想认罪的被告我们都会这么做。"
