由于2010～2011年的价格暴涨，日本等国的需求出现减少。而价格下跌又导致企业和政府的开发意愿降温。据美国地质勘探局统计，2012年全球稀土产量（以氧化物计算）为11万8900吨，与2011年基本持平。相比创近期高点的2010年减少十分之一以上，进入今年后依然处于增长乏力状态。除了中国实施减产外，中国以外的矿山新建计划也被推迟。稀土开发热的降温，一个因为是日本需求减少。日本曾占全球需求10%以上。据日本新金属协会统计，2012年日本国内稀土需求为1万4470吨，比2011年减少31％。尤其是用于磁铁和玻璃研磨材料的稀土下滑明显。用于马达磁铁的中国产钕的对日出口价格在2011年7月曾上涨至每公斤460美元左右，达到2010年1月的12倍，但2013年6月已经下跌8成。到8月底，则降至90美元左右。
