小手电 写道 "在中国媒体上斥责外国排外的文章不少见，不过，根据"网易另一面"的小结，中国本身就是一个法律上极其排外的国家。中国对外籍人士在华居留的态度一直是排斥、戒备和不接纳，近期还有民间呼声要求严管黑人。文章称，外国来华移民数字之所以极少，是因为中国严苛而排外的移民法律。中国国籍法除有不完全排斥外国移民的姿态外，无可操作条文。根据中国现行法规，外国在华留学生、持工作签证外国人的随行家属不得在华就业，外国技工不得在华永久居留。根据《外国人在中国永久居留审批管理办法》，即便是扎克伯格和比尔.盖茨这样的人物也无法在华永久居留。"
