本周一北京再次出现雾霾天气，上周也只是拜天气所赐晴朗了一两天。考虑到污染问题成为越来越多人关注的问题，北京是否有办法做到短时间内改善？ Gavekal Dragonomics公司上周的一篇报告（需要注册）认为不可能。空气污染真正的罪魁祸首是重工业。在北京和北京周边地区，58%的PM2.5来自发电、钢铁、水泥等行业的煤炭燃烧。中国的钢铁产量接近全球的一半，而中国钢铁产业主要分布在位于北京外围的河北省，因此北京正好坐落在全球工业活动最集中地带的中心。河北省面临着每年关停1500万吨钢铁产能的任务。目前看来这一目标难以实现，该省仍在以每年3000万吨的速度新建钢厂。Dragonomics估计，要想达到中央政府规定的污染目标，未来四年全国煤炭使用量就要减少10%。而2013年煤炭使用量上升了2.5%，这一目标似乎不可能实现。This entry passed through the Full-Text RSS service — if this is your content and you're reading it on someone else's site, please read the FAQ at fivefilters.org/content-only/faq.php#publishers.
