今年的亚太经合组织（APEC）领导人非正式会议将于下半年在北京近郊怀柔雁栖湖举行。为了减少会议期间的空气污染，北京环保部门表示，将参照奥运模式，跟周边省市开展联防联控，在会议期间采取限制污染物排放或限产等措施。环保部城市环境管理专​​​​家彭应登认为，APEC期间大气治理难度远大于奥运会，2008年奥运会处于夏季，正值北京雨季，扩散条件好，污染物排放总量处于低谷，但APEC期间是秋冬交替期，属于北京雾霾频发期，不利的气象扩散条件、阶级性裸露地标，加上采暖季排放，无论是本地污染源还是区域传输，污染控制难度整体上远大于奥运会期间。
