德国联邦议会下院以293票赞成，243票反对，3票弃权通过了一项新法案，要求搜索引擎为重新出版超过"多个单词或极简摘录"的内容付费。这项法案还需要通过议院上院的批准才能生效，它并没有对摘录多少才合适进行明确定义。Google对德国的这项法案和法国的类似提案一直持反对立场，认为新闻摘录能为新闻网站带来更多流量。Google的一份声明中认为，这项法案将威胁创新，对创业公司尤其不利，因此最好的结果是不要制定新的法律。德国出版业则对下议院通过法案表示满意。
